Rules shape markets for years after they are written, and the cost of a poorly designed rule falls on firms, consumers and the regulator that has to enforce it. Before a rule is made, and after it takes effect, the same questions need answers: what problem it solves, what it will cost, who bears that cost, and whether a less restrictive option would work.
VA Partners helps governments, regulators and the organisations affected by regulation answer those questions. We design policy and draft laws, rules and guidelines; advise on the economic regulation of sectors such as energy, telecommunications and digital platforms; and conduct regulatory impact assessments, market studies and ex-post evaluations. We also train the officials who will apply the rules.
